infoDev

infoDev is a partnership of international development agencies, coordinated and served by an expert Secretariat housed in the Global ICT Department (GICT) of the World Bank, one of its key donors and founders. It acts as a neutral convener of dialogue, and as a coordinator of joint action among bilateral and multilateral donors—supporting global sharing of information on ICT for development (ICT4D), and helping to reduce duplication of efforts and investments. infoDev also forms partnerships with public and private-sector organizations who are innovators in the field of ICT4D. infoDev’s work focuses on three main themes:

Enabling Access For All
infoDev helps developing countries and their international partners make intelligent choices and develop effective partnerships for enabling access to information infrastructure, applications and services in ways that are sustainable and maximize private investment and leverage public resources where necessary. This includes sponsoring research, toolkits and capacity building on regulation issues, expanding access to broadband, promoting municipal networks, etc.

Mainstreaming ICT As Tools Of Development And Poverty Reduction
Through a rigorous program of field-based experimentation, research, and analysis, infoDev helps developing countries and their international partners make smart choices about when and how to deploy ICT as tools of their core development goals in health, education, livelihoods, public sector reform and other areas.

Innovation, Entrepreneurship and Growth
infoDev helps developing countries and the international partners maximize the contribution and impact of the private sector through direct support for ICT-enabled innovation, new business and partnership models and toolkits, and networking among entrepreneurs, private sector investors and the donor community. Our network of over 40 incubators around the developing world provides unique insight into the challenges facing ICT innovators and entrepreneurs in developing countries.

Ministry of Science and Technology - Brazil

The Brazilian Ministry of Science and Technology (MCT) was created in 1985 in order to deal with topics related to the national scientific and technological legacy, while defining national science and technology policies, innovation, the information sciences and research and development.

With incorporation of the nations two most important development agencies the Studies and Projects Financing Agency (FINEP) and the National Council of Scientific and Technological Development (CNPq) and its research units. The MCT took on the task of coordinating implementation of programs and measures aimed at consolidating National Science, Technology and Innovation Policy. The objective of this policy is to transform the sector into a strategic component of Brazilian economic and social development, in such a way that the benefits of this process can be distributed fairly to all of society.

MCT is also charged with implementation of the National Program of Support to Business Incubators and Technological Parks (PNI), which is designed to bring together, coordinate, improve and publicize institutional and financial support activities targeted to undertakings at business incubators and technological parks.

The entity also has responsibility for developing measures, projects and programs aimed at contributing to the Accelerated Growth Plan (PAC) in the areas of Science, Technology and Innovation.

SEBRAE

The Brazilian Service of Support for Micro and Small Enterprises (Sebrae) is a private nonprofit organization that has the role of fostering competition and sustainable development of micro and small scale undertakings. The institution was created in 1972 as a result of pioneering initiatives that had the objective of stimulating entrepreneurship in Brazil.

Sebrae is very active in pursuing an environment that encourages creation of formal, competitive and sustainable companies, since it believes that the development of the Brazilian nation must necessarily generate employment and income through entrepreneuriship.

Sebrae works in this segment transforms the life of people and helps to achieve sustainable development of many communities, in a manner committed to the building of a better nation and a more just and balanced society.

Anprotec

Anprotec is an association that represents the interests of business incubators, technological parks and innovative undertakings in Brazil. Its activities are based on the fostering of activities in the areas of training, coordination of public policies and generation and dissemination of knowledge.

The Association has a long 21-year history and now brings together 255 associated entities, representing approximately 400 incubators and 6,300 innovative undertakings which, taken together, employ approximately 33,000 people in all parts of Brazil.

Its legitimacy and dynamics have made it possible to construct solid partnerships with important public and private sector entities in Brazil, including Sebrae, CNPq, the Ministry of Science and Technology and the Ministry of Development, Industry and Foreign Trade, the National Confederation of Industry, Banco do Brasil, as well as public and private universities.

At the international level, Anprotec acts as a connection between Latin America and the other regions of the planet. Among its international activities, Anprotec plays an important role in maintaining cooperation with such entities as the World Bank, The International Association of Scientific and Technological Parks (IASP), the National Business Incubator (NBIA), among others; while also participating actively in forming such international networks as the Latin American Network of Associations of Technological Parks and Business Incubators (Relapi) and Wainova, which is a network of Science, Technology and Innovation Associations, with the role of achieving economic and social development through the fostering of innovation and technology transfers.

Certi Foundation (Local Organizer)

CERTI (Centers of Reference in Innovative Technologies) is a private nonprofit organization created in 1984 to provide support to companies in incorporating knowledge and technology into their products and processes.

As an institution of science, technology and innovation, CERTI was founded with the objective of performing applied technological research in a framework in which Brazil required significant leaps forward in terms of quality and development of its own innovative know-how, particularly in the area of the information sciences and state-of-the-art technologies. The Foundation has partnerships with universities and research centers in the country and abroad, including UFSC, MIT (Massachusetts Institute of Technology) in the United States and the PTB (Physikalisch Technische Bundesanstalt), in Germany.

The CERTI Foundation is structured into Reference Centers that, among other areas of specialization, provide technological services, consulting, advisory services and training targeted to directly meeting client demands. The centers are also active in the development of solutions for new products, processes, systems and large-scale technological undertakings, resulting from intense interaction between CERTI and its clients.

In Brazil, this entity became one of the precursors of the technology-based business incubation movement, following creation of CELTA (Business Center for the Elaboration of Advanced Technologies). CELTA was the country’s first incubator equipped with a formal process of incubation, with companies installed and operating since November 1986. Since that time, the incubator has graduated 59 businesses. In 2008, overall revenues of these incubated companies reached R$ 40 million, according to a survey carried out by CELTA Management. CELTA has already received two Anprotec awards as the Best Incubator of the Year (1997 and 2006).

Santa Catarina Network for Fostering Technological Entities is an institution representing business incubators and science parks located in the State of Santa Catarina. It was created from the synergy performance, innovation and desconcentration, a network acting in the articulated manner with Fapesc, Sebrae-SC, SENAI-SC, IEL-SC and FIESC together with the support of university, faculty to guarantee the successful operation of incubators.

Recepet have the mission of promoting new technology through development and consolidating the business incubators. This reflected on the brand that passes on to growth and union to showing the importance of business incubation and incubator’s clients.
